I think the key why China didn't go up around 1700-1800 is war and great suppression by Qin dynasty.

One recent economics paper used a probability model to predict the chance of industrilization in England, French, and China.

They showed that income distribution, population size, and in particular income per capita determine whether a country will become industrilized or not.

They showed that because England then was relative rich, there was a large consumer base for industry products, while in China, there is little chance to be industrilizated.
