There is no one who will step down from a manager position to be a taxi driver.
In fact the short distance ride makes more money because the base price is more than the price for actual miles.
I remember when Shanghai issued a regulation that reduced the base price (for a shorter distance too) while only slightly increase the milage price. The taxi driver I asked told me that this regulation is very good because more and more people will take short distance rides and the price for long distance rides also increased.
Another factor is that there are so many people take taxi. Even when my wife and I go shopping, we always take taxi though we are quite poor as students. It's convenient and comfortable.
