Actually the whole China IC industry is basically doing the same thing: steal from foreign companies and deceive Chinese government with this kind of "self-developed and copyright-owned" chips. They're all doing the same thing except Chen Jin is unfortunate to be caught and uncovered.

Remember that "Dragon chip"? obviously it's an out-of-date emulate of MIPS chips and doesn't have any edges at all, but those wheel re-inventers still managed to convenince Chinese government that it's a "world leading chip" and worth investing huge amount of money to build a "world-class supercomputer" by using this out-of-date chip. Point is, this low end chip won't find any market or generate any expected revenue except usage in the government-funded projects.
