They do not 设计 CPU! They just copy or steal the RTL codes and make chips. Using off-shelf EDA software to design a chip is an ASIC design, not CPU design. Intel AMD do not use off-shelf tools.
Chip design 10 years ago was something. Now everybody can buy tools from Synopsys/Cadence etc to design ASIC. It is no longer a challenge job. That is why this area is crowded by Indians and chinese (cheap already).
On the other side, the core technologies are still owned by US (most) such as Candence, Sysnopsys. Chip manuafacture is owned by Applied Materials (50% market), Novellus, Lam Research, KLA-tencor, etc. Fab is just a labor intensive job although it looks like a high tech.
