otherwise, why the problem occurred when they got across the international dateline?

Curious, why aren't the commercial jets allowed to use GPS? I mean, install the conventional navigational system, but what's wrong with having GPS there in parallel? If I were to design the system, I will use the GPS as the primary system and the old navigation system as backup.
