the negative answer. because the police,army..etc are necessary while F22 is not. HK gov returned tax last year, pretty much 2000 ~ 6000 USD for each payer, because they dont need to buy expensive weapons like F22, yet everyone are satisfied being protected by those so called poor and useless J8 and J10.
