Military structure is rigid and hierarchical. Each commander must keep track of how many troops he has before and after a battle or else he wouldn’t be able to assess his own strength and make correct decisions. Of course, this crude count doesn’t distinguish KIA and MIA, but nobody is asking for this kind of detailed information.
