Bush + Cheney is a lame duck pair, Cheney is not gonna run for President, and Bush's term is half way done. Two more years they will be irrelavant. To the republicants, now the mid-term election are far more important. 2 yrs ago, if Bush pushed the port deal, you would see Bill Frist and Tom DeLay all lined up behind Bush, and now, they will certain jump on the bandweagon to bash him.
As for foreign policy, who care what the middle easterners say? They don't elect the US congressmen and senators.
