Refusing those Westerners were not refusing modernization. I can hardly dumping opium to China and their subsequent actions during those 100 years were intended to help China to democracy and modernization. Suppose Qing Government and Chinese people surrendered to Westerners completely at that time, could we be any better? Just by looking at India and other colonized nations, you can find the right answers.
I think Professor Yuan try to mislead people in this point.
