Democrats will continue to blast Bush's administration, but there would not be many constructive actions. They might want to keep this mire as bad (or even worse?) as now until next year, so to make sure GOP will lose the election.

On the other hand, GOP candidates have already seperated themselves from Bush, and will want to do something to improve the situations in Iraq.

Overall, between now and then, things will stay the same in Iraq at best, if not worse.
