Sure, GPS' are higher, but it is a start.

I don't think China is interested in arms race in outer space with any one. China is worried about Taiwan. The immediate goal is to deny freedom of action to the U.S. fleet in and around the Taiwan strait. China doesn't need to knock out all spy sats in the sky, just the ones over them. Neither do I think China is interested in invading Taiwan, but it does want to deter Taiwan independence. In their minds, the higher the cost of U.S. interference, the less the likelihood of Taiwan declaring independence.
