That was the decision of the party for one of its publication. Even if 封冰 were Mr. Li Datong's, the administration can still take necessary means to deal with it if the magazine is believed to cause social turmoil.
2) 封汉芯讨论，封YAHOO MAIL
For the interest of the country, yes the government can do that for no excuse.
