The principle of "falsifiability", if it works as advertised, cannot resort to any other "principle" when actually applied to a particular case. For instance, the theory of Big Bang is clearly not falsifiable. It has too many layers of buffering space to be completely falsified. Thus to falsify it one either has to say "in principle, we can if we ...", in which case one is invoking other principles which require further elaboration, or one plays according to the rules of modern cosmology. The important point of the latter is that "rules" are essentially "rules of game" in a small academic circle. Within this small circle, a theory can be accepted as "scientific" if enough players like it. String theory is another example.
