Currently there are difficulties in both power source and the material for the rail.
In the future, even if the battleship rail gun is realized, possbility is that it will never be a personal weapon. I remember there was article said that an rail gun scale down to hand-hold range would show not adventage over tranditional hand-hold weapons using current gun powder based ammunition.
