Many factors contrubute to a good society. Democracy makes people creative, which include GOOD and BAD creativity. The rule of LAW makes sure only GOOD creativity is spread out.

Without democracy (or KuanSong=Wide and Loose), even have BAD creativity is smothered, not to mention GOOD.
