Subs have no air or land coverage, except in an all
out nuclear war. US has superior conventional
Navy so all they need is attack subs to take out
others attack subs or ICBN launching ones.
Soviets need to counter-balance the NAVY power with
number. So they developed a large number of long range
bombers, destroyer/cruiser with long range missiles, and
lots of subs, nuclear + conventional.
