Things may not as what you see. If India only wants those aircrafts as a intermediate solution, there is no point to build a whole production line for it. Once they start carrying the burden, it isn't that easy to shake it off. Who knows, if later India wants F-35, or some other things like that, why they have to build their own line of outdated product?
