according to which some Chinese dialects (e.g., Shanghai dialect) do have voiced consonants.
In the end, which form prevails is to a large extent determined by political factors. For instance, it is interesting to see almost all street signs in Taipei (but not other places in Taiwan) now being romanized in essentially the pin-yin form, where Ma has been mayor.
