There are many without health insurance, but it doesn't mean that they are denied from receiving health care. Of course, many without health insurance may not get the full benefit of health care such as dental. However, they will receive health benefit. Medicaid in its verious forms, different names in different states, provides health care coverage to low-income families, and to the extend of illigal immigrants.

Here is an example, http://www.cms.hhs.gov/medicaid/stateplans/toc.asp?state=CA

Also, emergency service is extended to everyone regardless residency. No hospital may deny emergency health care to anyone. The implication of lacking health insurance is that the tax dollars is required for those people, which further burdened tax payers and government budgets.
