Talk with the program director and see what happened at the panel discussion. If the score is near the funding range, resubmit. If not, it's likely drastic changes have to be made. Don't be complacent even if you are near the funding range. The competition is too incredible. If you don't make a succinct effort, you may again risk not being funded. It is just tough right now and everyone knows it.
