Cheap or not doesn't always depend on mass production. It even doesn't necessarily follow economic rules. Technology import from US is always subject to political extortion. We all know that no matter how much China is will to pay US government won't allow China buy chip design technology from America company anyway.
So Chinese people teamed up to do their own homework. So far they have been quite efficient and the result is already beyond expectation. So I don't know what you are arguing about. Isn't the technology good enough even for large scale tight-coupled super-computing?
So far the cost is in term of millions of dollors, not even tens of millions of dollors. It will be interesting to see the price after mass-production, after all the chip is made out of sand.
