From the picture it looks like the driver was not wearing seat belt or at least not wearing it properly. Apparently he had a crashed onto the lower part of steering wheel, whcih would not have happened if the seat belt was on. There was still a lot of space in front of driver's seat and the integrity of the vehicle body was relatively in good condition.
