Does it make sense for CERNET2 to use 128 bit ip address

I mean they can have more ip addresses but the cost is high too. The packet size will increase (maybe 'dramatically'for those control packages) and the routers/switches have to compare 128 bit instead of 32 bit address. Of cource if it is implemented on the hardware level then the speed is not sacrificed that much.
