The development of computer comes in many aspects, theorical advancement, technological breakthought and finding applications in wide areas. These three won't happen alone without others. Knuth's algorithm analysis, Cook's discovery of NP completeness, scheduling, language theory, optimization, information retrival, data mining, the invention of Multic and later Unix, ARPANET and its successor internet, PC, workstations, and supercomputers, and all those application softwares. One drives the others to improve, and that is the force move computer forward.
Look at your list, the only thing we see is just hardware, there is nothing else. What does it tell you? It is easy to steal a processor, it is hard to steal a system. If there is no software to drive them, what can they do? If China was capable to develope complicated software system like that, why there is never a single OS known to the world? Or why things like Han Chip incidents could ever happen? For all I know the 银河 was actually a failure clone of Cray, and because lack of software, it couldn't do anything useful.
