I think sometimes he greatly underestimated the minority's strength and readily chose the majority to side with, e.g., in his "关于西藏平叛," he stated that "我们同情这一百一十几万人，而不同情那少数人。" But "那少数人" till this day still cause insurrections. Another one is the reform of the intellectuals.
