A job with LiKe title is not necessarily related to product development. Position title and the job responsibility of are not same thing. "Technical staff" do a lot of service work too. IBM's revenue is mostly from enterprise service not engineering anyway .

Now if most employees are indeed doing product related engineering work, there can only be 2 possibilities:
1. If employee compensation is generally based on the level of education and training, the company's cost structure would be terribly skewed, which is not likely given IBM's reputation.
2. On average, those who do engineering work are paid a lot less than the rest. So you figure.
