from the Fourteenth Amendment which mandates that no governmental entity burden a person or deny them benefits because they are members of a particular racial group. This regulates the government. In other word, a private company like Resistance Record is allowed to have a racial discriminative practices, as long as the government does not involve that company in anyway such as contracting or buying things from them. In the housing example I gave, I should have said the government sponsored housing program, rather than any apartment complex.
