intention is hard to prove. People don't know what other people think. If intention count, I can say Chinese government has never intended to grand HK democracy, which is obvious... I mean, it is hard to prove and in this case, kind of irralevent. If China back away from its promises while people in HK fight for their rights, it certainly make it looks very bad in front of the international community. However, if people in HK don't voice out, there isn't a lot that to help them if China back away.
