Apparently they did not plan for anything in case of
insurgency. Even if they thought insurgency were not to
occur they should prepare for it. But I guess it was
wrong with political process. Any prepareatipon
for insurgency would mean prediction for insugency,
which would make war hard to sell to the congress
and teh public or even to themselves
